I Why we exist

The neighborhood was measured by people who never meant to explain it.

Federal indexes score Liberty City on what agencies already collect: vacancy, income, jobs. They cannot see the deed that was never issued, the covenant that barred a family, or the statute that made a transfer impossible. So when residents leave, the score improves, and policy calls the loss progress.

E5 Enclave corrects both errors at once. We acquire and hold the assets. We document why they are owed.

Ground that leaves Black ownership rarely returns to the market. So we buy, and we hold.

We do not ask Congress to take our word. We hand it the exhibits, cited to the page, and a letter addressed to the office that can act.
