E5 Enclave Incorporated is a 501(c)(3) public charity incorporated in the state of Florida on June 2, 2024, in Liberty City, Miami. We are a lineage-led think tank — convening builders, educators, farmers, technologists, advocates, and community leaders to repair, rise, and govern the lineage's future.
Who We Are
E5 Enclave is the architecture the work has always needed and never had.
For three centuries the obligations of emancipation went unrecorded — not because they were unknown, but because the infrastructure of remedy was never built. E5 Enclave is that infrastructure. The Coalition is the network. The Five Pillars are the doctrine. The programs are the proof.
We are operated by an agentic-first staff — AI agents under human direction — producing institutional-scale output from a deliberately lean operating team built to outlast cycles. We declared ourselves an agentic-first staffed nonprofit on June 11, 2024 — among the first to do so.
We do not promise a finish line. We promise discipline of scope — naming precisely what we are doing, and what we are not. We promise coordination over competition. We promise that what is measured cannot be dismissed.
The center holds. The work is underway.
Our Founding Doctrine — Five Tenets
I. Empirical Integrity. Decisions grounded in dual-source-verified evidence. What is measured cannot be dismissed.
II. Sovereign Capacity. Communities own their data, their institutions, and their futures. We coordinate — we do not absorb.
III. Black-First. Built by and for the lineage. Coalition allies strengthen the work. The center holds.
IV. Radical Transparency. Substantial research published openly. Operating model in plain language. Records made public.
V. Intergenerational Accountability. Built for the people who will inherit it. We are stewards, not owners.
The Five Pillars
The structure of the harm is the structure of the remedy.
- Environmental — Food sovereignty, land stewardship, agriculture, and anti-food-apartheid infrastructure. Flagship: Lineage Farms / FarmBlock.
- Economic — Business formation, government contracting, cooperative ownership, and circular economics.
- Educational — Private education, STEM, emerging technologies, leadership, and lineage-centered curriculum. Flagship: McCartney Academy.
- Engagement — Civic education, public policy literacy, media, storytelling, and mobilization. Flagship: Block to the Boardroom.
- Emancipated — The unfinished obligations of freedom. Documented obligations become policy. Framework: under revision — the updated edition publishes with the forthcoming Project 2033 research paper.
Our Founder
Israel Lee Armstead — President & Founder, E5 Enclave Incorporated.
Born and raised in Liberty City, Miami. Graduate of Charles R. Drew K-8 (2001) and Miami Northwestern Senior High (2005). Twenty years of executive leadership across luxury automotive sales, hospitality management, commercial insurance underwriting, and national presidential campaign finance — before founding the institution the lineage has always needed and never had.

The McCartney Academy at Charles R. Drew is named in honor of Ralph McCartney — Israel's grand-uncle, a Liberty City elder who served on the Miami-Dade County Public Schools board committee and worked as a security guard at Charles R. Drew K-8 during Israel's years there. The Enclave carries that lineage forward.
