The campaign

A container for the work, not a report on it

The Black Dragons Initiative gathers E5 Enclave’s longest-running threads — community development, land, economic justice, and civic organization — into a single campaign. It is pre-execution by design: a public framework for the chapters, pilots, and institutions the work will build, beginning in Liberty City and Overtown. Everything below is the plan the campaign is organized to carry out.

Strategic framework

Five pillars

The campaign’s five pillars describe what gets built: institutions the community owns, an economy the community controls, land the community holds, governance the community runs, and alliances that reach across the world.

Pillar 01

Building Institutional Autonomy

The institutions of daily life — schools, clinics, financial institutions, media — owned and governed by the communities they serve, so a neighborhood’s needs are decided in the neighborhood.

Pillar 02 — Securing Economic Justice and the Debt Owed

A debt is owed for centuries of extracted labor and wealth.

A debt is owed for centuries of extracted labor and wealth. The campaign claims that debt as the foundation for exit from extractive systems and the establishment of self-sustaining Black economic life — cooperative enterprise, community-owned capital, and shared ownership of productive assets. Reclaiming Land and Resources

Land is the base of everything the campaign builds. The work moves land into community hands and keeps it there — through the land-trust mechanism below — so rising values enrich the people who live on the land instead of displacing them.

Establishing Community-Controlled Governance

§01 Neighborhood councils and assemblies where residents set priorities and hold local institutions accountable.
§02 The campaign practices democracy at the block level and advocates for policies that serve Black communities through nonpartisan civic engagement.

Forging Pan-African Unity and Global Alliances

The struggle is global, and so is the solidarity: ties across the diaspora and the Global South, and alliance with other oppressed communities — Black liberation as the spearhead of a broader freedom.

The mechanism

Community land trusts take land off the speculative market and hold it in community ownership in perpetuity.

Homes, gardens, and gathering spaces built on trust-held land stay affordable and community-governed no matter how the market moves around them.

Land held in common, in perpetuity

A land trust is the campaign’s anti-displacement engine. Parcels acquired by the trust are removed from speculation permanently: the land stays in community hands while the buildings on it can be owned, leased, or cooperatively managed by the people who use them.

This is how the campaign answers gentrification — not with opposition alone, but with an ownership structure that makes displacement structurally impossible on the land the community holds.

The FarmBlock Pilot

The FarmBlock Pilot applies agricultural technology — sensors, mesh networks, and community-governed data systems — to neighborhood growing in Liberty City and Overtown: a working test of how a block can feed itself and own the infrastructure that makes it possible.

The FarmBlock Pilot is the Black Dragons campaign’s agricultural-technology pilot; Lineage Farms is E5’s flagship food-sovereignty program.

The campaign’s founding document honors Ralph McCartney of Overtown — a local hero whose legacy of community building anchors the McCartney Academy, a proposed project of E5 Enclave Inc.
